Tracy has been a resident of El Paso, Texas since 1965. She attended the University of Texas at El Paso where she studied Business Administration. Ms. Martin served as the Regional Manager and senior analyst for El Paso Appraisal Corporation, a Texas corporation doing business as JDH/EL PASO - Valuation Consultants, a full-service real estate, business machinery and equipment valuation company with offices in Austin, Fredericksburg, Marble Falls, and El Paso, Texas. Ms. Martin is involved primarily in the valuation of real estate including commercial income properties, industrial properties, and vacant land. She has been active in the Greater El Paso Association of REALTORS where she was the 1992 President of the Commercial Investment Division and a member of the Budget and Finance and the Strategic Planning Committees. Ms. Martin has also served as an officer and a member of the Board of Directors of the El Paso CCIM Chapter, and has taught real estate courses (core and continuing education) the better part of a decade.

Since 2001, Ivy Jackson has served as the Director of the Office of RESPA and Interstate Land Sales, the office responsible for administering the Real Estate Settlement Procedures Act and the Interstate Land Sales Full Disclosure Act. Since 1991, she has provided program compliance guidance to industry and regulators, initiated numerous investigations and enforcement actions and participated in the major policy and rule making decisions. A recent major initiative included participating on the RESPA Team to draft the proposed rule. Other initiatives include the 1997 revision of the HUD settlement costs booklet and the 1998 Joint Report with the Board of Governors of the Federal Reserve, which recommended changes to RESPA and TILA. Ms. Jackson is frequently asked speak to national and state associations and regulatory agencies on RESPA enforcement. She was recognized for her contributions and leadership at HUD as a 2005 Honoree for National Women’s History Month.

 

Laura Gipe

Laura joined the Department of Housing and Urban Development, Office of RESPA in 2006 as a Compliance Specialist investigating potential violations of RESPA. Laura has been actively involved in development of the 2008 RESPA Rule, particularly page 3 of the HUD-1 Settlement Statement. She also coordinates Collaborative Enforcement between RESPA and state regulators.

For much of her career, Laura has worked in the private industry for a number of prominent attorneys and title companies in the Washington, D.C. area, gaining extensive experience in all aspects of the real estate settlement process management, systems design, auditing, reconciliation, training, processing, closing, and post-closing procedures necessary for a multi-jurisdictional area. She has been a licensed title producer since 1997 and has personally conducted thousands of settlements.

Mark Holley started his career in the computer network services industry in 1985. He has since worked with Fortune 1000 companies designing, implementing and maintaining network infrastructure. Holley’s cross-industry experience established a strong foundation for his consulting role helping companies reach long-term business goals. In 1988 he joined the management team at DataStar USA.  During his tenure, annual revenues increased from 2 to 14 million. In May 2001 Holley was hired by RamQuest as the National Director of Sales.  RamQuest has since become the leading independent software provider in the Title Industry.  Holley was later moved into the role of Associate Vice President, Business Development where he was responsible for identifying and integrating RamQuest’s title software with new, emerging markets.  He currently serves as Vice President, Channel Sales and National Accounts. In this role Holley is responsible for executing the company’s strategic initiatives in the areas of underwriter relationships and national customer accounts.

Mark Holley also serves on the Membership Committee for the American Land Title Association and on the Annual Conference and Communication/Marketing Committees for the Texas Land Title Association.

As an active appraisal instructor, he was one of the earliest USPAP instructors certified by the Appraiser Qualifications Board. In 2006 he was named NAIFA Instructor of the Year. Among other involvements were periods on the steering committee for the Mortgage Credit Access Partnership for the Chicago Federal Reserve Bank and as the former Panel Manager and Quality Control Manager for the largest contractor for HUD’s AQA program via the REAC. Mr. Ellis is the author of numerous articles on appraising for a variety of publications and currently is the Chief Appraiser for Valuation Quality Assurance for Indymac Bank, America’s 9th largest mortgage lender. 

He is deeply involved with the disposition of REO properties on a daily basis and is regularly consulted on these matters.
